Chispa Celebrates 10 Years of Working for Climate Justice During Latine Heritage Month with New Bilingual Video Release

Washington, D.C. — This year marks the 10th anniversary of Chispa, a program of the League of Conservation Voters, as we proudly celebrate the milestone during Latine Heritage Month. In honor of a decade of Latine and communities of color advocating for climate justice, Chispa is excited to announce the release of a new bilingual video highlighting our journey, some of our achievements, and the critical work ahead. ā€œPor Nuestro Futuro: A Decade of Chispa Organizing for Climate Justice” is a nearly 10-minute bilingual video released today. It tells the story of Chispa and our work with communities at the center of climate change and its related effects. Chispa and our state programs have achieved significant climate victories throughout years of organizing and advocacy – cleaner air, cleaner school buses, protecting public lands, checking the petrochemical industry, helping families save money by switching to clean energy, and increasing the number of environmental leaders of color. Building a movement made up of local community members has endured through all of them. ā€œAs our Latine communities face growing threats and attacks, it’s important that we acknowledge our work so far, and our commitment to the future and fight ahead,ā€ said Chispa Senior Director Estefany Carrasco-GonzĆ”lez. ā€œOur promotoras and lideres are family and community members who boldly step up, organize for their neighborhoods, learn how to demand and create change, and become climate champions. We would not exist without them, and we wanted to celebrate their work and tell the world about it.ā€ The new video showcases Chispa’s progress over the past decade, highlighting inspiring stories and voices from community leaders, activists, and families who have partnered with Chispa to develop local climate solutions for their neighbors. The video includes Chispa’s history and features state and community members from Arizona, Colorado, Maryland, Nevada, and Texas.  From protecting public lands in Arizona to creating strong environmental leaders of color in Colorado, to fighting the petrochemical industry buildout in Texas, and advocating for clean air, utility accountability,  and clean school buses in Nevada and Maryland, the community work happening on the ground is critical to securing safe, healthy environments, a healthy democracy, and a brighter future for all. Looking to the future, Chispa will continue to ensure that the needs of Latine communities are included in the climate justice movement. As we celebrate Latine Heritage Month, Chispa is hosting various events throughout the month, including local video screenings with the community in our states, fun giveaways, and more opportunities to get involved, learn about the fight for environmental justice issues, and keep making change. The video is also a call to action for communities across our nation to join the movement. The video can be viewed here and is now available across all of Chispa’s social media platforms. Shorter state-focused versions of the video are also being released. ICYMI: Latino Communities Among Hardest Hit by Federal Funding Cuts, Environmental Panel Concludes During National Bilingual Conversation

FOR IMMEDIATE RELEASE May 8, 2025 Contact: Elena Gaona Chispa, Climate Power en Accion, and TX Rep. Escobar outline impacts and solutions to clean air, health, household costs, clean energy, and good jobs for Latine families and neighborhoods   Washington, D.C. – During a national bilingual conversation hosted virtually by Chispa LCV on Wednesday, May 7th, Texas Congresswoman Veronica Escobar and environmental leaders from Chispa National, Chispa Texas, Chispa Nevada, Chispa Maryland, and Climate Power en Acción led a discussion about the impacts on Latino communities from the current gutting of federal programs that protect our clean air, clean energy, health, and household costs. Watch the recording and presentation materials here. This conversation took place as federal budget reconciliation negotiations continue in Congress. The sweeping reconciliation bill is slated to gut more essential programs and protections in one of the most anti-environmental bills in our nation’s history. The cuts threaten to worsen the climate, health, and cost impacts on Latino communities, who are experiencing severe health and climate impacts including extreme heat, asthma, bad air quality, and high electricity bills, speakers said. They discussed key programs, such as clean energy tax credits, programs that help families switch to clean energy appliances, Electric School Bus funding for cleaner transportation, and environmental protections that lower costs and protect health while fighting climate change. “The administration has begun to unilaterally undo decades of safeguards that protect our air, water, and public lands. They’ve worked to stop the transition to clean energy sources, kneecap the EPA, and lawlessly canceled billions in federal investments meant to help communities prepare for extreme weather events, reduce pollution, create jobs, lower costs, and slash climate pollution in half by 2030,” Rep. Escobar said. “Pushing back against these policies requires all of us.” ā€œOur Latine communities are feeling multiple threats from rolling back the environmental progress we have made toward clean air, clean water, clean energy, and lower costs of living,ā€ said Estefany Carrasco-Gonzalez, Chispa’s National Senior Director. ā€œAnd even though they are gutting the most essential clean air and clean water protections for everyone, which are critical to life itself, Latino and communities of color will feel it the most. We want our community to know we can organize and build power to continue to push against these rollbacks, and our communities living with the impacts in their own neighborhoods are in the best position to do so.ā€ ā€œWhat the Trump administration is doing isn’t abstract—it’s recklessly hurting our communities,ā€ said Antonieta CĆ”diz, Deputy Executive Director for Climate Power En Acción. ā€œAs we head into extreme weather season, Latino families are already facing higher energy bills and the threat of severe storms and extreme heat. These proposed cuts would leave our Latino communities even more exposed. Once again, Trump and Republicans in Congress are showing us who they really serve—it’s not the families living in flood zones or those struggling to cool their homes during the summer heat; it’s their wealthy donors and Big Polluters. If these cuts go through, our families will pay the price.ā€ ā€œWe hear from many community members that they are deeply concerned about higher costs. Here in Nevada, utility bills have been going up and up over the last couple of years. We hear from many families who are having to make tough decisions. What can I pawn off this month so I can pay the basic utilities?ā€ said Chispa Nevada Program Director Audrey Peral. ā€œThese are choices no family should have to make. But we have no other option. Because of climate change, Nevada has two of the fastest-warming cities in the country, so our summers are getting longer and extremely, dangerously hot. This makes air conditioning a necessity to survive, not a luxury. We can’t afford higher prices. Our community is organizing to fight back and defend the programs that save us money and reduce pollution.ā€ The conversation also included remarks from Chispa Texas State Program Director Elida Castillo and Chispa Maryland Organizing Manager Morena Zelaya, as well as attendance from Chispa community members and environmental leaders from various states. ### About Chispa: Chispa is a program of the League of Conservation Voters and LCV Education Fund. Our mission is to build the power of low-income communities of color across the country to achieve climate justice, community health, and environmental protections while fighting for accountability from polluters and decision-makers.

Chispa Statement on Congressional Vote to Slash Funding for Environmental Protections and Increase Funding for Immigration Enforcement

Washington, D.C. — In response to congressional votes on a partisan anti-environmental and anti-immigrant funding bill, Chispa released the following statement from Chispa Senior Director Estefany Carrasco-GonzĆ”lez: ā€œThis Continuing Resolution is not a real funding solution for our nation, and it will further harm our Latine and communities of color, overall, by proceeding with the Trump and Musk chaos and program cuts to essential services and protections that improve our lives. The extreme funding cuts and handing congressional power to Trump will only lead to increased job losses, rising energy costs, more pollution, and bad air in our neighborhoods, resulting in devastating health outcomes for our frontline families and communities. Cutting environmental protections and services while increasing funding for inhumane immigration enforcement and militarization of our communities places a target on our backs from our government. Instead of sloppily moving heaven and earth to cut essential services to justify tax breaks to the wealthy, Congress must focus on their job of passing funding bills thoughtfully that strengthen our economy, create jobs, and protect all the people.ā€ *** Chispa LCV also joined the below letter along with over 90 organizations who oppose the partisan Republican-led funding bill:   March 10, 2025   Dear Member of Congress, The undersigned organizations represent millions of constituents across the country and a diverse slate of interests and sectors. Across these various perspectives, we are united in our ask: we strongly urge you to vote NO on the Republican-drafted continuing resolution (ā€œCRā€). Instead of a bipartisan government funding bill that adequately services the needs of everyday people, this CR poses grave threats to us all. By gutting billions of dollars in critically-needed  human needs benefits, health care, affordable housing, clean water and more, this CR will be devastating to many, including veterans, people with disabilities, families, and seniors. Further, this CR does nothing to address this administration’s actions, particularly those led by Elon Musk’s DOGE, that ignore Congressional directives on how to spend appropriated funds  and slash and dismantle the federal government in ways that hurt everyday people while benefiting corporations and the wealthiest. We urge you to reject this partisan CR that President Trump and Elon Musk will treat as a slush fund to enable and entrench their harmful agenda. Trump is Hurting Our Communities by Recklessly Dismantling the Office of Environmental Justice

For Immediate Release February 6, 2025 Contact: Mika Hyer, mhyer@lcv.org, 940-783-2230 Chispa/En EspaƱol: Elena Gaona, egaona@lcv.org, 202-907-9717   LCV and Chispa Statements on Trump Administration Dismantling the EPA’s Office of Environmental Justice  Washington, D.C. — In response to the new Trump administration’s anticipated action to dismantle the EPA’s Office of Environmental Justice and External Civil Rights, the League of Conservation Voters (LCV) and Chispa released the following statements: ā€œPresident Trump and Elon Musk are continuing to flout the law and recklessly dismantle the long-standing institutions meant to protect the health and safety of all communities,ā€ said LCV Healthy Communities Program Director Madeleine Foote. ā€œAt its core, environmental justice is about the fair treatment and meaningful involvement of all people — no matter their race, income, zip code, or national origin. Today’s actions dismantling the EPA’s Office of Environmental Justice is being done to benefit Big Polluters and corporate interests, and will cost lives. Environmental justice communities include everyone living next to polluting factories, congested roadways, toxic waste dumps, and other Big Polluters — low-income communities, communities of color, rural communities, elderly communities, people who have disabilities and increased health risks, and so many more.ā€ *** ā€œThe EPA’s Office of Environmental Justice was designed to address pollution disproportionately affecting low-income and communities of color, and the job is not done,” said Chispa Senior Director Estefany Carrasco-GonzĆ”lez. ā€œDoing away with the office, whose work has operated for decades, sets us back and further increases the need to address environmental injustices. It will put our communities, already dealing with a history of the worse effects of climate change, dirty air, contaminated water, and other toxins, at a greater health risk from polluters. This is a moment where Chispa’s community organizing efforts on the ground matter more than ever because clean air, clean water, and safe and healthy communities for all are worth fighting for. We are not going anywhere. Our communities are not going anywhere. We know how to work and fight for change under difficult circumstances.ā€ ###

Chispa Statement on Defunding of Solar for All program

(Seguido en espaƱol) Washington, DC –– In response to the Trump administration’s decision to cut off funding to the Solar For All program, a $7 billion federal investment that was already under contract to increase the accessibility of affordable solar energy and lower energy costs for low-income households, Chispa, a program of LCV, released the following statement: ā€œThe Trump Administration’s decision to abruptly defund the Solar for All program is unconstitutional and unjust. This is a further attack on our communities, especially low-wealth communities, and to our nation. Solar for All funding was intended to support hundreds of thousands of low-income communities and families across the nation who were on their way to maximizing solar power and reducing climate pollution, making their communities healthier while lowering their monthly electricity billsā€ said Chispa Senior Director Estefany Carrasco-GonzĆ”lez. ā€œPresident Trump and his administration seem intent on further harming families and communities and making all our lives more difficult in every way and every state, just to enrich their billionaire oil and gas friends. His stated goal of improving our U.S. energy sources is in direct contrast to cutting Solar for All funding and will hurt us for years to come.

LCV and Chispa Statements on DOE Study Results on LNG

For Immediate Release 12/17/2024 Contact:  Elena Gaona, egaona@lcv.org, 202-907-9717 Washington, D.C.: In response to the Department of Energy’s newly released analysis on the environmental and economic impacts of Liquefied Natural Gas (LNG) exports, the League of Conservation Voters (LCV) and Chispa Texas released the following statements: ā€œWith higher costs and more harmful pollution, these studies further underscore that continued LNG exports only benefits oil and gas executives seeking to pad their profits,ā€ said LCV Vice President of Government Affairs Sara Chieffo. ā€œThese studies clearly show that continuing the massive buildout of LNG exports is a bad bet for the economy with harmful environmental impacts – raising energy prices for families, increasing costs for manufacturers and endangering the health of frontline communities already overburdened by pollution and the climate crisis. With such negative impacts from LNG exports, it’s clear the Biden-Harris administration was right to take the time to do this evaluation. It is also clearer than ever that continued buildout of LNG exports is not in the public interest. To keep energy affordable and pollution from getting out of control, we must heed the results of these studies and DOE should move to deny new LNG exports projects. ā€ For more information, see  LCV’s LNG fact sheet.  *** ā€œWe all lose with Liquefied Natural Gas ā€œLNGā€ exports. It only makes the rich richer while raising prices and poisoning us,ā€ said Chispa Texas Program Director Elida Castillo. ā€œThis new DOE study helps further demonstrate that our Gulf communities who are being harmed every day by the toxic emissions of formaldehyde, benzene, and carbon monoxide, etc. that come from LNG facilities shouldn’t continue to be sacrificed in the name of the false promise of cheaper fuel. These exported fracked gas shipments are driving up foreign and domestic energy costs around the world, contributing to inflation and increasing what we all pay for everyday items. The price also comes with poisoned water and more methane emissions. In short, the only winners here are a small group of LNG facility owners and their shareholders who have been making billions at the cost of our health, communities, environment, and pocketbooks. Chispa Texas will keep working with our frontline communities to submit comments to the Department of Energy to strengthen their analysis and offer a fuller picture of all the ways LNG harms our communities.ā€ ###

LCV and Chispa Statements on Latest Biden-Harris Administration Transportation Announcements

For Immediate Release December 11, 2024 Contact: Mika Hyer, mhyer@lcv.org, 940-783-2230 En EspaƱol: Elena Gaona, egaona@lcv.org, 202-907-9717 Washington, D.C.— Today, the Biden-Harris administration announced the awardees for the Clean Heavy Duty Vehicle Grant Program. In response to this announcement, the League of Conservation Voters (LCV) and Chispa released the following statements: ā€œThe Biden-Harris administration continues to work around the clock, today delivering $700 million of affordable clean energy plan investments to replace dirty diesel trucks and buses polluting our communities,” said LCV’s Government Affairs Advocate for Climate & Clean Energy Darien Davis. ā€œThese grants will help to tackle the climate crisis and reduce transportation pollution in communities across the country, especially in underserved communities who disproportionately experience air pollution and the impacts of fossil-fueled climate change. The Clean Heavy Duty Vehicle Program will help to create good union jobs for workers who build them and install and maintain charging infrastructure for heavy-duty vehicles and is just one of the many investments in the Inflation Reduction Act to help provide affordable, clean energy solutions to families and ensure the clean energy future is made by and for communities in the United States.ā€ *** ā€œWe are very excited for the communities that applied and were selected for a Clean Heavy Duty Vehicle grant today! This means more electric school buses and healthier air for our children and comunidades who are directly experiencing air pollution and the impacts of climate change now,ā€ said Chispa Senior Director Estefany Carrasco-GonzĆ”lez. ā€œWe know zero-tailpipe emission school buses are better for our niƱos, our planet, and spur local economies by helping create good union jobs. These grants will help school districts meet the overwhelming demand for clean bus fleet funding and replace aging diesel buses while investing in our children’s futures.ā€ ###
